nbd_get_request_structured_replies - see if structured replies are attempted

Return the state of the request structured replies flag on this handle.
Note: If you want to find out if structured replies were actually negotiated on a particular connection use nbd_get_structured_replies_negotiated(3) instead.
This call returns a boolean value.
This function does not fail.
The following parameters must not be NULL:
h. For more information see "Non-NULL parameters" in libnbd(3).
This function first appeared in libnbd 1.2.
